• General Scenario and Current Trend :Total geographical area of the state is 155.71 lakh ha having 64.09 lakh ha (41.16%) of cultivable area out of which 61.50 lakh ha is cultivated. Average size of holding is 1.25 ha and 83% of the farming community is small and marginal farmers.

    The average annual rainfall is 1452 mm. 22% area in Rabi and 44% area in Kharif are irrigated.

    Variety of soil is available like Red and Yellow, Red loamy, Alluvial, Coastal Alluvial Saline, Laterite, Black, mixed red and black etc. There is soil acidity problem in the state.

    SRR has been achieved including wheat (Rabi) including groundnut. SMR in paddy, maize, arhar, moong, urd, til, sunflower, jute and cotton (Kharif) and gram, peas, rapeseed/mustard (Rabi) is yet to be achieved.

    As per the 3rd Advance Estimates of 2008-09 productivity of rice is 1513 kg/ha, wheat 1352 kg/ha, jowar 631 kg/ha, bajra 604 kg/ha, maize 1990 kg/ha, total pulses 470 kg/ha, groundnut 1217 kg/ha, total oilseeds 613 kg/ha.

    Total area under horticulture is 11.1 lakh ha having 96.91 MT. Productivity of citrus is 7.7 MT/ha, guava 6.5 MT/ha, Litchi 3.0 MT/ha, mango 3.4 MT/ha, brinjal 14.5 MT/ha, cabbage and cauliflower 15 MT/ha, onion 9.1 MT/ha and tomato 13.3 MT/ha.

Agriculture and allied sector contributes approx 20% to the State GSDP.

  • Strength: 10 agro-climatic zones, rich bio-diversity, higher average rainfall, large coastal area, Inland aquaculture potential, variety of paddy available

  • Limitation: Low productivity of crops, abundance of acidic soil and defecient soil, low SRR and VRR, large scale vacancies in the sanctioned post, poor water use efficiency.

  • Public Investment : The State has made a few interventions in agriculture and allied sector to increase production and productivity in the recent years through Centrally Sponsored Schemes and through State Plan resources. In 2005-06, agriculture sector received Rs.55.34 cr (1.96%) out of Rs.2818.22 cr State Plan. In 2006-07, it received Rs.145.33 cr (4%) out of Rs.3650.50 cr State Plan. In 2007-08, agriculture received Rs.269 cr (4.47%) out of Rs.6032.71 cr State Plan. And in 2008-09 agriculture sector received Rs.375.88 cr (5.08%) out of Rs.7400 cr State Plan.

    During 2007-08, Government of India provided Rs.39.30 cr under RKVY, Rs.9.0 cr under ISOPOM, Rs.37.36 cr under MMA, Rs.38.12 cr under NHM, Rs.1.23 cr under Cotton Mission, Rs.0.2 cr under Jute Mission, Rs.12.33 cr under ATMA and Rs.11.34 cr under NFSM.

    During 2008-09 Rs.115.44 cr under RKVY, Rs.5.75 cr under ISOPOM, Rs.43.60 cr under MMA, Rs.23.41 cr under NHM, Rs.1.41 cr under Cotton Mission, Rs.1.59 cr under Jute Mission, Rs.14.24 cr under ATMA and Rs.62.24 cr under NFSM.

    Thus, in last two years of the 11th Plan Period, the State Government investment in agriculture and allied sector was Rs.645.27 cr and GOI provided more than Rs.425 cr for the sector.
